Shipwreckedcrew points out that pardon authority is plenary, with no role to be played by Congress or the Courts. There is no forum for challenges to be heard and the Constitution doesn’t specify the form a pardon must take. If the president says he issued a pardon, then he did.

Just providing a little legal insight.
