That would be nice if the law actually expressed rights. But, since all are adepts of the Austrian school of legal thought: law positivism, it means that people need a lot of laws to understand what they can and cannot say.
People need a visible God-like figure to tell them what to do and what to refrain from doing, lest they be eh ..... free.
