USAID has been cut off from the NGOs that were previously been set up to cause riots. So their plans might fail, as they usually do.

Try to find my post "USAID, Zambia Style" for a testimony of evidence that USAID has been doing that (and worse) directly in foreign nations. The post didn't get much traffic, possibly because it got bogged down in off-topic ad hominem personal comments about me.
