They have to do thing step by step. Well planned out. But Flynn's job, imo, is to keep the flame hot, say what the administration cannot say (because they are bound by law and order, justice, and cannot just say things without compromising the work).
And Bannon is like Flynn in this regard. Both of these men and their operations are focused on the broader, grass-roots support and helping the people keep the fires aflame!

Yes, I agree. I think that's part of it. But, I wonder how much Ge.. Flynn actually advances the overton window.
But I think perhaps the larger part of his portfolio is helping to mobilize and activate those resting in the window itself.
