The shaman would often dance in the skin of an intended victim to co-opt its power/lifeforce.
This fake shaman was performing a shaming ritual while attempting to show the movement as a scary, primitive violent force (true enough in some regards).
Add to the mix, the 'vision' that was created as a psyop, the 'white buffalo' which was to signify the takeover (to some, ruination) of the United States by 'whites'.
