This didn't really look like Powell squirming so much as being confused. I've worked in project management and I'd be confused too if someone added the cost of a building completed years ago to a current project budget.
Sure, the building could have been completed five years ago and now is undergoing minor or major renovations. Bottom line is it upped the cost hundreds of millions of tax payer funds.
That doesn't make any sense. It's done, paid for, and in service, it has no impact on current project costs. If I'm adding a shed to my property my contractor would look at me the same way if I told him he was over budget because I added the cost of my kitchen renovation from 3 years ago.
Seems they are updating/improving the other property. Probably has something to do with the underground tunnel system. Either way your thinking is odd. Powell gets the funding from the USA tax payers. He needs to do a better job explaining why he needs so much money when we have bridges falling down, roads filled with potholes and a lack of housing,
