I think no windmills is Don Quixote coms, "not tilting (jousting) at windmills", futile effort, evidence of insanity.

But they shouldn't remove all windmills, the ones on I65 in Indiana are the only way I know my exit is coming up for getting White Castle cheeseburgers.
