It starts at 10%, but the range is technically 10 to 25%. If just 10% of the population believe something, and are persistent in spreading the news, eventually it will hit a critical mass. The news and belief spread very rapidly from there, in an exponential sense. The time it takes to get from 10% to 30% is much longer than what it takes to get from 31% to 50%, and 50% to 70%, etc., until everyone knows about it. I believe that we are well beyond that 25%, and as this FISA rollout starts, it is going to explode as people put it all together.
