Last year, California scientists sparked outrage with a botched test on an old aircraft carrier, spraying saltwater to create artificial clouds and block sunlight.
No sauce. Just supposition. And peanut-butter-spreading of past programs into the present. I haven't read the "official 9/11 report," but I have read lots of confused and incorrect speculation about it. The principle of Occam's Razor is not to introduce any hypotheses beyond the necessary minimum---so you are not really invoking its spirit at all by dreaming up stuff out of paranoia.
Let us say that every state and the federal government imposes a ban on geoengineering (which includes most civil engineering projects, but that never seems to reach anyone's attention). Would the necessary outcome be a cessation of contrails? Not in the least. The necessary outcome would BE contrails...unless you can figure out how to get turbine engines to burn powdered coal. I take it for a predictable fact that the "anti-geoengineering" critics would not be happy with the continued existence of persistent contrails. What then? Finally admit that contrails have nothing to do with spraying?
RFKJr is riding a popular horse. If he refers to past experimental programs, he wouldn't be technically wrong. Is General Flynn an expert on this subject? Is Dr. Phil? They are embracing the urban myth, so who is going to throw shade on them. Dane Wiggington is surely not an expert; he cannot even properly identify atmospheric phenomena, but he has pumped himself up to be an "expert" by popular acclamation (from non-experts).
The only things we know for sure that are coming down from the sky are meteoric dust (nobody gives it a thought) and brake lining dust from freeways (blown about by winds). This is an illustration of the blinkered thinking of the anti-geoengineering types: "Well, if I can't IMAGINE any other explanation---there must be NO other explanation." And other explanations are thrown out as inconveniences.
Look at your own argument. You present unresolved questions as though they contained answers. You repeat the chorus of the echo chamber. You refer to public figures like they are authorities. And you settle into your Castle of Bias as a defense against any critical thinking.
So, let me ask you a question: Would the imposition of a ban on spraying of any kind result in the discontinuation of persistent contrails? And if you think so, by what reason are you denying the facts of chemistry and physics and atmospheric science that make them inevitable?

I agree water vapor is possible, but not to the extent I’m seeing it with my own eyes compared to thousands of photos showing intentional checkerboard patterns being drawn out for 100s of miles.
No contrails are "spraying". Water vapor is always the cause. If it is 59 F at ground level, it is 13 F at 1000 feet altitude, and gets far colder as you go higher. The vapor always forms ice crystals. They never descend, and can only sublimate over time. At high altitude, they are persistent, exactly like the clouds at high altitude---because they ARE clouds at high altitude.
"Chessboard" patterns are not regular; they are criss-cross. And they are the natural result of the high level of air traffic---planes going in various directions, all day long. Such as they are, these trails are many miles apart from one another. And if you can see them against the blue sky, it is because they are BRIGHTER than the sky. Otherwise, they would be invisible, or resemble dark smoke.
