No, the backwardness is due to the enforced corruption and misallocation of resources. I see this going on today in Zambia, where the President, Hakainde Hichelema, is busy making "deals" with "investors" by selling off the national resources for pennies on the dollar, providing him with nice kickbacks. Meanwhile, the nation's utilities are in disrepair, and the public servants are not paid---which leads to casual corruption in order to make the system work at all. The people are not degraded or depraved by nature, but they are led into it by a largely hopeless economy. Read Dambisa Moyo for a perceptive critique of "aid" to Africa.
When white people are manipulating the situation for their benefit alone, yeah, "whitey" bears most of the responsibility. I surmise you are happy with such a result and want it to continue.
