When I was a principal we had rules about proper dress code. Politically motivated, sexual content, and drugs/alcohol promotion attire was prohibited. Given the audience and the motivation for the prohibition, it stood up in court...over and over. Like it or not...one may have an amendment right of freedom of speech but it is unlawful to yell fire in a crowded theater when there is no fire. Same principal.
