Possible "joint operation", but most directly funded by Muslim Brotherhood which is an MI-6 operation run by Israeli Mossad to "fabricate Jewish enemies for endless war". CCP is also an MI-6 operation, but generally run independent of Mossad.
Blue states being taken over by CCP (CA, WA) and MB (NY, MN, ME) while red states being taken by Mossad (TX, FL), and MI-6 Brahmins (OH). But they might all be coordinating from London HQ.
