They learned what would happen when they gave everything the Indians needed on the reservations. All the men became drunks and the women began to dominate the reservations. Believe me, many farmers love these programs, it is a guarenteed check for them too, that is why we call it corporate welfare, they plow food under and get a check for the loss, to keep grocery prices high. The amount of food thrown out in this country is a sin. Lower the prices, sell the surplus. Fact is, some people are poor, and work, low skilled jobs do not pay enough, and some people need the help, and if we are throwing out food and plowing in corn and beans and what not, why not let them buy at a reduced rate? I wanted ice cream last night, its be hella hot out there,, at the small genny down the road from me it was 9.96 cents for a gallon of pistachio, Friendly's, not some expensive Ben and Jerrys. Now that ice cream will last me a week or more, because its just for me, but you know if you have a passle of kids over and want to treat them, it's just too expensive for some. I am not saying I agree with Welfare for these baby mamas who have to feed them and cannot afford them because they could not keep their legs closed, but, there are people hurting and there is enough food to go around, the whole system is screwed, Instead of free food, use the vouchers to buy cheaper commodities, but pay something for a delivery of sacks of rice and beans and canned beef and pork, peanut butter, etc. That system worked, and food was not wasted. The farm bills for the past 40 years have been nothing but big welfare checks.
Another transfer scam. Let the USDA be for FARMERS! There are enough welfare agencies. They have put transfer payments into every government agency! The IRS is a welfare agency that gives "refunds" to non-taxpayers!

Do not misconstrue this as contrarian, but I believe the food stamp program was originally intended to help farmers/agriculture by boosting demand for some products, beef and pork, etc., priced out of reach of the very poor who ate beans and rice, if they ate at all. It could also curb hunger related crimes - petit theft, shoplifting.
By boosting demand for beef products, prices would fluctuate less for both producer and consumer.
USDA purchased commodities when the market price was too low for the farmers to cover their costs. Hence, it was a "price support system" so the family farmers would not go out of business.
BUT the USDA bought FOOD from the farmers for a fair price. It did not give them cash for nothing. Then it distributed that FOOD, to people, to eat. Win Win.
Then Along Came Welfare. Now they give cash, for people to buy what they want instead of what they need for health. So there is no reason for this welfare system to be part of the USDA.
Unless they go back to commodities or something similar. It should be about FOOD, not about a cash system that is so easily abused.
The logistics can be managed. It still takes transportation to bring doritos and mountain dew to grocery stores -- as well as all the other food items -- to end up in shopping carts of welfare recipients to "buy" with their EBTs. So they have the "dignity" of "buying" for themselves.
