But not on bills. Hence - they're called non-voting members. Like Eleanor Holmes Norton (D-DC). She loves introducing bills - especially ones that remove statues of Confederate soldiers, or renaming things with Confederate names. She can't vote though.
As you like to say - re-read what I wrote. Neither of those are voting ON THE BILL.
Committee of the Whole - This procedure allows for more flexible debate, amendments, and consideration of details before a formal vote.
