Edit to add: I haven't had a chance to update the post with this info, but the place in San Diego that the state income tax agency sends people to to file tax returns on their behalf is a homeless shelter in San Diego called Dreams for Change that has many allegations of the staff raping and otherwise sexually assaulting the people living in the shelter. California is actually paying NGO's to sign people up for tax ID #s and then help them get tax refunds.
