This battle has been going on for at least 20 years. I've traveled though the San Joaquin Valley many times visiting food production customers. Everyone knows it's a politically created crisis. Farmers put signs on old trailers to express their hatred for those in the Cali gubmint.
Several customers told me that the farmers they buy produce from are forbidden to even turn their wells on..... on THEIR own property. Some BS about drawing too much from the aquifer.
California congressman John La Malfa says that California gets 59M acre feet of water a year and 54M acre feet of it flow into the ocean. We need reservoirs but like the high speed rail, they never get built.
