It (is/was) that way in Charlotte, too. That's how TPTB wanted it. Make them wait and they'll get tired and stop. The government wins if no permit is issued.

I'm actually surprised they do CC permits at all in DC. Remember the guy passing through DC got arrested for having spent brass in his ash tray? 60 years ago, streetlights carried signs that read, "If guns are outlawed, only outlaws have guns".
