Love the idea. It is plausible. The one thing that makes me hesitate is none of these countries would keep that deal secret. They would sell him out in a minute to get things back to the way they used to be. Then, CONgress would impeach him and actually convict him this time - to go back to their coveted kickbacks and insider trading.
