I agree with kenpjet. The document says MPD “may assist” federal immigration enforcement agencies. Not “shall assist”. The rest of it as read states they “shall not make inquiries on immigration status” “shall not make arrests without additional criminal warrant”, “shall not provide federal immigration agents release dates and time etc.” “shall not permit persons in MPD in custody to be questioned” etc.
Sounds like they are giving the officers discretion “may” vs “shall” on whether or not to cooperate with the feds. If the officer chose to do so, they have effectively tied his hands with all the “shall not” restrictions.
In summary, they are basically told to stand down, business as usual. I think they are using this document as a stopgap hoping to wait out Trump’s 30 day limit.

Am I reading something differently? What I see is exactly OPPOSITE of an order to cooperate. It all say what they SHALL NOT do... What am I missing?
