In hindsight, I believe Comey was given a HOLD order, likely by whitehats. HRC needed to lose of her own accord without being able to claim "interference" (from FBI). Then she claimed "interference is why I lost" anyway (Russia). Plus conviction unlikely (due to corrupt judges), and then harder to deal with her publicly now. Delay and stack tactics to group her in with Obama and Bush Jr. Activities in larger conspiracy.

Comey likely told prior to Trump firing him that he would probably have to cooperate "in the future".
