Wow. That's utterly repugnant. They always publicly give the impression that they're grateful for the opportunity the USA gives them. Maybe I've only met the exceptions. I guess the outward veneer wears off quickly when nobody's looking.
Correct. There are exceptions, but generally this is how it works.
I've helped in HR in several companies I've worked in, and historically there are workshops you can sign up for, teaching you how to legally exclude qualified applicants so you can pull in whatever H1B you want, in order to lower your salary expense.
