I like the FOUR state solution similar to the TWO with a northern and southern buffer giving NV and AZ coastlines. This would allow coastal nuclear-powered desalination and water pipelines into central NV/AZ, bypassing all CA "green restrictions".

Nevada takes northern most 3 counties by referendum or force justifiable per "foreign invasion", state of war, and Law of War: Del Norte, Siskiyou, Modoc

Arizona takes southern most 2 counties by referendum or force justifiable per "foreign invasion", state of war, and Law of War: San Diego, Imperial
