I have a question that I have been searching the internet for. Surprising ly little information is available for me.
So in Cape Town there was a service infrastructure collapse in the early noughties, amitite? I am talking about water, sewerage that type of thing. I saw a map in an academic study, but that was written in 2015, and they said it was all getting better by then. That study analysed all the different councils, and how they were faring based on a money-in/service-provided model. First time I actually saw some academic trying to plot efficiency, but anyway,
Was that municipal collapse before or after, say 2005?
Speifically, there was a Wolrd Bank advisor to Cape Town in, I think it was 2004 - who fired about 1/3 of the work-force in the council - any ideas, or memories? My tinfoil hat is kinda itchy in terms of: why did they need a World Bank Advisor? PRaps it was all this rampant corruption? < prolly yes.
It's ALL about Corruption..... The DA has been in power of the Western Cape for a while now, and is basically the Only functioning Province where everything works....
