Think it makes sense to revisit this as it pissed a lot of folks off at the time--myself included--but as always in hindsight Trump seems to find a way to thread the needle on the most contentious issues.
The only thing I can imagine would make democrats/feds stand up for gun rights is the threat of them being taken away from extremely dangerous & mentally unstable kids who are being funded & trained as school shooters.
This policy would give republicans the foothold to counter-punch emotional appeals to end the 2nd that always come out after a school shooting: a policy that specifically targets fed-created assassins.
To some degree it's giving the left what they want, but Trump has proven he knows how to judo the feds when it comes to this sort of policy, and democrats would be stumbling over themselves trying to decide whether to fight it or support it.
I'm not making any predictions or even inclined to offer an opinion on the policy itself, but I will observe that it would create a lot of chaos and force people to play roles they're unaccustomed to having to play. Trump thrives in that environment.
