Chinese students going to school have nothing to spy on. They are not coming to work in the government they are coming for school.
Exactly WTF do you think they are going to spy on.
Maybe it is for the better. Fill our colleges with foreigners, then send them back to infest their countries with liberal arts degrees
Well FWIW, You don't have to work in the government to be a spy.
