Is the "US Congress", composed of agents of a foreign power, expected to vote on a Declaration of War against their paymasters when there is obvious and indisputable evidence of payments made and received?
And if their paymasters are not a single foreign nation, then can Congress issue a Declaration of War on a particular set of individuals or group, such as Swiss-based bankers who operate outside of all laws and treaties, including all Swiss laws themselves?
Being "at war" or a "state of war" obligates a Republic President to take all necessary actions to defend the Republic. It is his duty per Article II. Failure to do so is impeachable and cause to convict and remove in Senate. One does not "rollover and do nothing" unless the President is ALSO a foreign agent.
