You can run the image files through NAPS2 (Not Another PDF Scanner). It will OCR the text and then complie it into a searchable PDF.
Here's the thing about that: we shouldn't have to.
Actually we should. We always want raw material, not processed in anyway.

The bigger problem I have is that it seems to fail downloading - both on dropbox and on google drive.
