Technically speaking they are shielded until legal precedent changes. And it’s been more or less an open secret that is what many staffing companies do. Supply cheap and disposable labor to Companies looking to pad a bottom line. But no one has decided to meaningfully pursue the staffing companies or the Companies employing them. Or crackdown on the abuses of other VISAs and laws Corporations are using to try and avoid having to hire Americans.

Even Trumps administration is rather hesitant in going after the companies doing it. They’ll deport the illegals sure. But not meaningfully punish the major corporations employing them.

Until the law is changed, they need keep surveillance on the staffing companies. Every time they make a deal with a company, ICE shows up and takes all the workers.
