No doubt... but trying to get the dog through security would be hilarious. Especially when the magnetometer went off because of the dog's tag.
I've heard of people getting snail mail addressed to their pets because the owners registered them on various sites for microchips, coupons, pet contests, etc. If it happened to me for one of my dogs I would probably put an inked paw print on the form you have to return, and see what happens. If they called me I would remind them that the form says you have to sign and return it under penalty of law and I didn't want my dog to go to jail.
Since I live in a small town I'm sure it would make the local news.
