It easily makes sense.

Warp speed shorted out the long term plan to make the vaxes mandatory.

He rushed the vaxes out, and they were still optional, reducing the number of people who took them and saving millions of lives.

He turned towards the torpedo.

The public isn't quite ready for this explanation yet, so Trump and RFK tell the truth without showing the working.
