Have they read it? Nope, they cannot read cursive. Now, if it were written in block letters they'd have a decent chance to read it, but not understand it.
I have learned to read old cursive to SOME degree in English, French, German, Spanish, and Latin. Enough to read the names, dates, etc. OH MY! Does it cause headaches! But kids who cannot read modern cursive in English? They are disconnected from their entire past history.
Ask kids who are school-age if they even know what a pen or pencil is. Their "workbooks" are laptop computers. Heck, they don't even have text books anymore. Ugh, our kids are being dumbed down while not even getting a decent education. No wonder youngsters don't know how to do anything.
No pencils? No pens? No writing on actual paper?? No jokes written in textbooks? SHEESH! No tactile interface with actual reality?? No reading actual physical books?!? I cannot imagine such sensory deprivation!
I went to a local school board meeting to ask about if the teachers make/force the kids to write in cursive. The school superintendent has made me Person-nongrata at the school because of my vociferous yearnings for the kids to learn cursive. He did not want to hear it. I then proceeded to hand every board member a notebook with a pencil in the pocket. Placed it into their hands at the end of the school board meeting. Yet to no avail. All it did was piss the board off. I even wrote them a letter explaining how learning the skill of cursive is good for the kids brains. I guess they want the kids to be mushed brained idiots. Oh well. I tried to do my part for the kids in this school district.
