It's like if their criminal CV is grisly enough, we let them out again to do worse. I don't actually know how much more clear it could be that these people (soulless NPCs, I imagine), on the legislative and LE side (and judiciary), are absolutely not about protecting and serving anyone but baal / satan (or whichever evil shit is the ultimate bad guy).
Another guy above you has the theory that China is directly paying these soulless NPCs to keep committing crimes and to keep getting arrested so that we don't notice what is happening in the South Seas.

Judges should be held accountable for releasing habitual offenders when the law permits continued incarceration.
For one, stripped of judicial power, title, pension, etc...
I can think of lots more things that would bring accountability.
