I think what the OP might be getting at is what this criminal says may be true. He would be one of many who have committed similar heinous acts who claim some entity was controlling their mind or their thoughts or their hearing.

It has been claimed the Maine Shooter (military guy with new high frequency hearing aids) was being controlled by something other than hisself.
The Navy Yard Shooter went to an exact place to seek revenge for what he claimed were voices being implanted into his head/thoughts.

MKUltra was a success and went into implementation. It is just no longer called MKUltra, that was the development program name.
