Orchestrated? No, absolutely not.
I take Q at his word that they are using Project Looking Glass in order to see the future.
From what I understand about PLG, they can take actions to change things, but once they find a timeline that is "a winner", they more or less need to stay on that "course of action" or "plan" otherwise additional actions could derail the entire plan/timeline that leads to success.
This Clock revelation brings many, many questions.

I think the reason they're able to control so much is because they've seen exactly what course and actions are necessary for victory.
And just like the butterfly effect, sometimes moving one thing affects something seemingly unrelated.
It's my theory that this was (begrudgingly) allowed to happen because it was a key moment in the progression of this timeline that, if prevented, brought about a radically different set of subsequent events NOT conducive to success in the war to save humanity.
What that suggests to me is, the ramifications of Charlie Kirk's Martyrdom are going to be HUGE. ENORMOUS. The upside is, we don't have to wait long to see if the ramifications begin to align in the coming days with my theory.
Fun fact:
Winston Churchill allowed the Germans to carry out several bombing missions that the British knew for certain were coming because they had cracked the code of the enigma machine that encrypted German communications. IF Churchill would have moved to prevent those bombings, the Germans would have known their Encryption codes had been broken and switched to another means of encrypted communication that the Allies would then need to "crack" all over again. And in the meantime the Allies would be "in the dark" on German communications all over again.
Churchill allowed the bombings to happen because, paradoxically, it indirectly ensured the victory.

Don't see a hard connection, just throwing out some ideas.
Whatcha think about Looking Glass as presented to us (a mere thought), subsequent digs (a strange pedo psycho video(s), and those two things pointing to something else entirely as far as definition for Looking Glass?
I think there are at least more than one Looking Glasses. There are modern/future hybrid tech based LGs and also hidden/esoteric LGs. All of which are not giving concrete direction but marching orders all same.
The main point being that both sides of the board, from top to bottom, are being directed much like drag clicking groups of units in an RTS game and directing them where to move and what action to take.
