In the first place, it comes from the ATF. In the second place, how do you "engrave trangender and ant-fascist slogans" on bullets? Even if they actually meant "cartridges," that would still be the work of a jeweler, operaing under a microscope.
Engraving doesn't have to mean professional engraving. It may have been a simple knife used to scratch or etch onto the casing or bullet. Let's not get hung up on semantics just yet.
