Not necessarily. Jeremiah 29:7 - Also, seek the peace and prosperity of the city to which I have carried you into exile. Pray to the Lord for it, because if it prospers, you too will prosper.
1 Timothy 2:1-2 - I urge, then, first of all, that petitions, prayers, intercession and thanksgiving be made for all people— for kings and all those in authority, that we may live peaceful and quiet lives in all godliness and holiness.
Psalm 122:6-7 - Pray for the peace of Jerusalem: may those who love you be secure. May there be peace within your walls and security within your citadels. (note: OT Israel was to be an example for the other nations, so if God told the Israelites this, it is to be copied in all nations. So it's not limited to Israel.)
