It’s been years since I read it, hosted by the UN and then you couldn’t find it. Outlines control of western countries via migration shifts that lower the independence and intelligence of a populace via breeding with a lower IQ populace. Demonstrates every aspect liberals don’t want to accept: racism/IQ/control by the sacred UN.

I think that plan has succeeded in CA. The intelligent population might be down to 5%.
