Comey has likely spilled some beans and signed affidavits incriminating others like Clapper, Brennan, and Obama. He may be a cooperating witness. Statute of limitations extension does not apply if he has "opted out" of the conspiracy as it appears he has. Timing looks like signal to me.

If convicted, Comey could face up to five years in prison. He faces charges of making false statements and obstructing a congressional investigation.
