Any company doing things "by the books" (as academia is forced to do for a variety of reasons) seemingly needs to hire someone who can prove citizenship, have a ssn, etc. This is beyond shady. Someone needs to investigate this further and find out how he was hired to such a position in the first place. An employer should've caught this before ICE did.
The ONLY scenario I can imagine is that he was hired by the school district prior to his visa expiring, and they never verified it upon promotion within the district. In that case, he might have been hired with proper paperwork but he wasn’t required to resubmit for promotion. A lot of municipalities do not redo the background check once you are in.
