This is reissuing the 2014 dodi, this adds that Irregular Warfare is part of all warfare, and people should get used to that, basically. It also adds in that cyberwarfare is a big deal.
This is all kind of theoretical and doesn't add any hard and fast rules or anything. It was originally written by Gordon England, appointed by Bush Jr. and it was just updated and reissued because it expired this year.

We all want peace. It is not an option because, to put it in 1960s terminology, Charlie is inside the wire.
Also consider that this IS the peaceful option. The alternative is for a well armed populace to sort things out. That would have been very, very messy. Better to let the professionals handle it when we can.
