They know exactly how long it takes for X to send a notification, but what they don't know is how long it takes for someone to actually receive said notification.
I would imagine he's checking to see if X notifications are being purposely delayed by telecom providers or even device operating systems. I wouldn't put it past Google/Android/Microsoft to manipulate or block these notifications. Just a guess.
He is likely looking in to why he doesn't see responses to his posts as soon as he puts them out there. I think it likely someone is making the posts lag.
I wouldn't say it happens often, but it wouldn't be the first time he's done something like this either. The guy running some tests doesn't necessarily mean a whole lot. He's been making lots of adjustments and changes since the start.
He may not have previously asked that specific question, but he does occasionally use somewhat unconventional methods to manage X and get feedback. In this case, it seems he may have wanted to gauge system performance AND algorithm impacts, and went straight to "the users" rather than relying on what system metrics/analytics/analysts tell him. (It was also good PR because it gave users the feeling of being involved/acknowledged.)

He makes comments, or quotes & reposts them, takes polls. He’s a very based & good man.
