I mean it’s not necessarily impossible. It’s just that a large swath of potential strategies, tactics, and policy. Has largely been written off from the start by people on both sides of the aisle. As they are fundamentally unpalatable and distasteful to the majority of the current Modern Western cultural, political, and religious zeitgeist.

So it’s considered impossible because other strategies cannot and will not be considered. Because to do otherwise requires admitting to extremely serious and fundamental flaws in our current preferred way of viewing politics, policy, and the world at large. On both sides of the aisle.

The problem is further compounded by the fact our current idea of Economics since really the 18th-19th century has more or less taken the idea of more or less constant growth as a given. Each generation subsequently being expected to be at the same size or larger than the previous to maintain consumption rates. No one really has an idea for what happens if the population is only shrinking consistently.
