He is working through Trump. I think you misunderstand what working through man means. It really is not about the person it's about God working His will on earth through man. Example. God was working through Caiaphas who was the high priest and against Jesus. God used him for a prophesy.
John 11:49-51 49 And one of them, named Caiaphas, being the high priest that same year, said unto them, Ye know nothing at all,

50 Nor consider that it is expedient for us, that one man should die for the people, and that the whole nation perish not.
