SUE THEM. Get the residents together and file HUNDREDS of lawsuits against the mosques for those neighborhood broadcasts.
Also, contact attorneys and sue them for violating your freedom of religion. If a Muslim child can sue a school district for being forced to listen to Christian prayers in a school... then Christians can sue a Muslim mosque for being forced to listen to calls to Muslim prayers 5 X per day in their own neighborhoods.
LAWSUITS. Also, file police complaints daily. Get hundreds of neighbors to also file police complaints. Every time each person daily files a complaint, make the officer fill out the paperwork. :>)
