Activate the whole Oregon NG, remove him from office, and start investigating all of the members for treason/sedition. Charge the General with treason/sedition, and court martial his ass all the way to Leavenworth. Especially pay attention to his staff, as most Flag Officers will stack their staff with like minded subordinates.
