No. It looks feminine. She is holding a torch not a sword and has a shield with a star/stripe motif.

It may be a representation of Nemesis, goddess of revenge or Nike the goddess of victory. Either way it's definitely a pagan goddess.

The statue of liberty is based off of lucifer the light bringer. It has the face of a masculine figure, a seven point crown, a chain attached to one of its feet with a broken link, and an apple with a bit out of it at the based.
