Worst case scenario is the donor is on the hook for the loan fees and interest, but I'm sure there are tax loopholes that can be activated. Afterthought - this comment was inspired by one of the Twitter replies that said it has to be Elon or someone in that echelon of the financial world, but my explanation shows that the actual cost to the.donor is much less than 6.6bil and they don't even need to front the entire amount.
