Matt Hall has the whole video from Labor Day on his Facebook. (I don't have FB, so I couldn't dig too far). Agencies were, in essence, budgeting for 100 people, working with 40 or so, and only had jobs out there for a dozen unfilled positions. Then keeping the difference for their budgets.

The prison system used it for prisoner sex change operations, hormone therapy, etc.
