Big picture makes it obvious, imo, that all of this activity is being directed by MI-6. They are basically using a modified War of 1812 attack plan, targeting DC area and critical East Coast ports as well as New Orleans in order to allow attacks/infiltration up the Miss. River. SW border activity coupled with NW border activity are "add-on" attack/infiltration vectors that were not used in 1812 because the US was not expanded west to Pacific at that point.
