It's hard to believe anyone can have that level of liquid assets, but I have been watching high-stakes poker games on TV where the entrants pay $100,000 to $200,000, and many are in their twenties, so it seems that there are MANY billionaires out there who could cough up this kind of cash without too much trouble.
